Context

Deliveries are increasing and missed parcels create friction (re-deliveries, theft risk, concierge burden). Parcel lockers in the entrance lobby can reduce missed deliveries and improve security—but only if the siting and fire-safety approach is acceptable. Common areas often serve as escape routes, so any installation must avoid obstructing evacuation paths and should be assessed against relevant safety guidance.

This proposal showcases Concorder by keeping decisions separate: we choose the installation approach, we agree on rollout timing, and we vote on exact placement options because the physical location is genuinely part of the decision.
